Functions for meeting hosts

Typically, the meeting host is the only one who knows the meeting seed and only she can distribute the funds at the end of the meeting. Therefore the meeting owner is responsible for creating and storing the seed securely and safely.

Generating a secure seed

Each Parliota meeting is uniquely identified by a valid IOTA seed. The seed has to be new. It will not be accepted by Parliota if it has been used before, i.e. any of its addresses appears in any transacton on the tangle.
Note that the security of the meeting data (including any funds) depends on you as the owner to carefully create, manage, and use the meeting seed. Never use an online seed generator.

To generate a new seed use one of the following terminal commands depending on your OS:

It is vital that you store this seed somewhere safe before you create a new meeting as it is your only access to the meeting.

Create A New Meeting

The Parliota app is hosted by Mindliner and can be accessed via parliota.com. All the data that you enter is stored in the IOTA tangle which is decentralized. After the alpha phase we are going to share the source code for Parliota so that anyone who wishes can host the app locally.

Inviting participants

The function Invite Participant shows a URL that needs to be sent by the host to all the participants. Note that anyone who has the link can add themselves to the meeting and gets to see all the data. So use a secure channel to share it. Don’t share the seed with anyone, only the meeting owner needs to know the seed.
Using the invite link participants can enter the meeting after they provide a name and a IOTA address to which they wish to receive the payouts.

Approving agenda item suggestions

After the meeting owner has sent out invitations to participants he needs to regularly check for agenda suggestions. These need to be approved by the host. Only then can other participants see and promote them.

Distributing funds and closing a meeting

After the meeting has ended and time has been allowed for attendees to make post-meeting comments, if any, it is the meeting owner’s final responsibility to payout the meeting funds to the participants. The process is initiated with the button “Pay Rewards” which will display the payout dialog.

The payout dialog has two helper functions:

Using the sliders or the input fields the owner can modify individual payouts. To bring the total distribution to 100% after any of the changes, click first on the exclude button and immediately afterwards on the include button of the participant who should be allocated the available rest to 100%. The meeting is closed by clicking on “Pay Rewards”. Note that this button is greyed out if the sum of payouts is not equal to 100%. After the meeting is closed no more changes or additions can be made. The meeting content will remain available through the invitation link.

Functions for meeting participants

Registering as participant

To register for a meeting you need an invite link from the meeting owner and use it to navigate to the registration page. You can only register for a meeting before the start time has passed. So make sure to take a few minutes before to make sure to be part of the payout phase.

You need to use an IOTA address from which you have not spent any funds and from which you are not going to do so before the meeting payout. The simples way to do this, in our opinion, is to create a new seed which you are only using for Parliota. With this seed you create a new receiving address for every meeting you participate in. And then you ensure that you don’t make a payment from that seed while there are open parliota meeting.

Here is an explanation why you must not specify an address from which you have previously spent any tokens.

Promoting an agenda item

The only way to promote an agenda item is to send some IOTAs the address of the meeting item. Click on the Promote button to displays the payment dialog showing the item’s address and QR code. Scan the QR code and enter the amount you wish to pay.

At the top of the promotion screen Parliota displays the minimal amounts needed to promote the agenda item either by one position or to the top of the list. The funding of items may be an iterative process as all participants are free to add funds to a particular agenda item as many times as they wish. The funding mechanism’s goal is to ensure that the most valuable items are discussed first and longest. And viewed from the perspective of the individual participant, one can make sure that one either gets a good time slot or a well-funded meeting which will trickle-down to everyone participating.

Suggesting an agenda item

Each participant can suggest new agenda items. They are posted to the tangle but will only show on the agenda once they are approved by the meeting host.

The above screen can only be seen by the meeting owner.

Commenting

Every agenda item has its own button called Add comment. You can add comments before or during the meeting but no longer once the meeting payout has been made and the meeting is closed.

Phases

Parliota meetings are in one of the following phases. Depending on the phase certain functions may not be available.

Technical Note At the moment the meeting content remains available until the next system wide IOTA snapshot. A snapshot is a performance optimization event in in which all transactions are removed from the tangle and only the balances are carried forward. Because Parliota stores its information in zero-value transactions these gets purged from regular nodes. In the future there will be perma-nodes keeping transactions across snapshots.

Types

At the moment Parliota has a single meeting type only: participative, fixed-time meetings. In this meeting type, a promotion increases the time slot for that agenda item and may also improve its position on the list if surpasses the funds of the item above it. In these meetings the owner enjoys the following privileges above other participants:
